Safe Recipients list not working

In Office 2003, the security is set so that you have to manually tell the system what emails are safe to send and receive. I can receive email from contacts in my 'Safe Senders' list, but cannot send emails to anyone in my 'Safe Recipients' list. I can't even reply to some emails...I get a message from the System Administrator saying...

"553 sorry, that domain isn't in my list of allowed rcpthosts (#5.7.1)"

Basically, any domain that isn't my own domain will not send, e.g. hotmail, aol, nauticom.

Any ideas?
 
You probably need to turn on authentication to your outgoing server. You
can do so on the "Outgoing Server" tab for your mail account.
