As soon as you turn on the pc start tapping the F8 key. Mine boots up fast
too because the POST in the bios is disabled so instead of seeing the memory
check etc which slows the bootup down you don't. Hence windows is starting
to load before you've got time to think of hitting the F8 key. Just keep
tapping F8 and see if that works.

Another way is to use the System Configuration Utility to modify the
Boot.ini file to arrange a Safe Boot. This utility can be accessed by typing
"msconfig" [minus Quote markers] in a Command Line window [Command Prompt].
