All or none. Anything in HKEY_LOCAL_MACHINE is machine wide.
I have not tried this and I will not try it. I like the idea of having at
least a life jacket should the Titanic encounter an ice berg. So I have no
idea if it works or not.

Hello,
Tried it for you in a SP2 system - Good it works. Safe mode BSODs with
a 0x0000007B and restarts immediately.
Bad news.. Last Known Good Configuration can override it...

Hello.
You can assign a password to the administrator of the PC in Safe Mode so
that the user will not be able to enter the desktop as an administrator.
In addition to Wesley's suggestion, you may want to 'hack' the ntldr (read:
advanced riskier stuff)
This was for Windows 2000, and it will *not exactly* apply to XP, but should
be the same procedures.

Thanks for the replies - I will not be trying it out!! I am not that brave.
The reason for the question was that I have some internet blocking software
that seems to get bypassed if the kids boot in safe mode. So it's back to the
suppliers!

The only way to get on the internet in Safe Mode is with Safe Mode
w/Netwoking.
Trying to access the internet in Safe Mode with Networking is not a very
safe thing to try to do. Your firewall and antivirus software will probably
not work and you will get all kinds of bad things.
You could probably delete something from
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot\Network
I have no idea what, to disable Safe Mode w/Netwoking.
You would be better off beating the kids. ;-)

I don't know if there is a way to physically remove the F8 key on the
keyboard but you can try to plug it out.

Use the keyboard layout editor and remove the key from
the keyboard layout. I confess I do not know how to do
that, but I know it can be done.
I think you could even remap the F8 key to be, say,
F1 too. That's probably the one I'd opt for. I never
noticed whether you can remap a function key, but I
don't see why not.
You could also look into the policy editor & see
what can be done from there.
There is also a powerful free utility called RemoteKeys
that will let you do whatever you want to any key on
the keyboard. Learning curve is about a full afternoon
but it can really make things dance, and does allow the
use of passwords, but you'd still want to hide it of
course.

If you're a smart-ass you could even make the program
say:
"Nuh, uh! You cain't do dat you cursed dummy! LEAVE
MY F8 KEY ALONE!!!" and restart the computer or lock
the keyboard for a period of time, send you an e-mail,
set off lots of warning messages, whatever, and etc..
