with F8, run the safe mode

Safe mode disabled? How is that possible? What happened that you needed
to boot into safe mode to begin with?

You can break Safe Mode by making a registry edit or two, but you will not
get any error message, it just flat will not work.

A Google web search fails to discovery a single reference to the
phrase "*** access to safe mode has been disabled" or to "access to
safe mode has been disabled",

I therefore suspect that your computer has been infested by some sort
of virus/trojan. Go to (at least) one of the following free scanning
sites and check your computer for possible problems:
