Safe Mode Won't Boot from F5 BUT Will if Selected in MS Config

I made unexpectedly discovered system will not boot into Safe Mode [don't
use it often so the fault might have been there for weeks] if it is selected
from the boot options using F5 or F8. However if in Normal Mode I select
safe boot in MSCONFIG on rebooting I get into Safe mode OK.

Grateful for advice how to fix this?
 
I haven't tried booting into safe mode from MSCONFIG, but i haven't been
able to get into Safe Mode using F8 since the launch of SP2.

At the moement i haven't been able to find a suitable answer to the problem,
after all, it should theoretically boot because safe mode uses only basic
drivers.

One thing that is suspected of causing safe mode problems, however is the
Nero burning software. if you have this on your machine this may be the
cause. I also think Roxio also causes the same problem although i haven't
found anything documented, but i use Roxio rather than Nero and get the same
problem.

Yes, I have got Nero 7 installed fairly recently so that may well be the
problem. Using the MSCONFIG safeboot option works but of course you have to
know that you are going to need it!
I know that a line can be put into boot.ini to give the option of normal
boot and safe boot but I have forgotten the script. I will see if I can find
it in a pre SP2 archive tape.

It isn't the Nero 7 (although updating it is a good idea) but rather
older versions of Nero's InCD that cause the problem. So see if you
have InCD installed. Normally updating InCD takes care of the problem,
or if you don't use it (and I personally don't think packet writing is
a Good Thing), uninstall it.

It is the case that I installed Nero premium 7 recently which mat the
trouble maker.

If you edit boot.ini along the following lines you will be able to boot into
Normal or Safe mode as you wish.

[boot loader]
timeout=5
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Professional
Master" /fastdetect /noexecute=optin
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Professional Master"
/fastdetect /noexecute=optin
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Master Safe Mode"
/fastdetect/safeboot:minimal/sos/bootlog
When the boot screen appears do not hit default but select the option you
want.
Let me know if it does not work.

In some case use of new boot script causes Windows to ask fir reactivation
but it is trouble free..
