Safe mode VS. Normal Boot

I was given a friends DELL laptop to fix. She has XP pro
and does not boot normally. If you let the PC boot
notmally it displays the windows start screen and then the
screen goes black and the PC locks up. I need to powwer
off the machine. CTRL-ALT-DEL does not work. It will
allow me to boot in safe mode. My question is when a PC
boots into safe mode what egistry entries and services are
NOT run. I need to narrow down what is causing the
computer to freeze.

9 out of 10 times it is due to hardware (incompatible,
missing drivers, malfunctioning, etc). If this person has
pci or agp cards installed you may want to start there.

On a PC - not Laptop - there are minimal drivers loaded. With a Laptop
those drivers could be specific to the manufacturer. May I suggest that you
contact Dell.

If you can boot it into Safe Mode then one thing you should try is to
use System Restore and choose a Restore Point that is prior to the
onset of the problem.

It will use only the most basic drivers (especially a generic one for
video - video drivers are always under suspicion), so some devices may
just not appear, and also not run anything from the registry Run keys
or Startup folders (all the things shown under MSConfig.exe Startup
page), and I think also does not start more than essential services, but
I am not certain on that

To quote Help and Support
Starts using only basic files and drivers (mouse, except serial mice;
monitor; keyboard; mass storage; base video; default system services;
and no network connections)
