safe mode fails

for some reason my pc will not run on safe mode. when i try to boot it in
safe mode it just loads the list of files and it just freezes. it does not
boot the OS at all. it just stops at the file list.

Does it start up okay on a normal startup?

It was quite possible that you had a second computer that you were
using to access the Internet, and I needed to be clear on this point.

How long has the computer been this way, or did it happen the first
time you ever tried to start in Safe Mode?

I can't find any specific references to this problem anywhere so I am
just going to speculate about some possible suspects, and that may
provide a clue as to what is going wrong.

When you start in Safe Mode Windows is supposed to bypass all of your
startup applications, load only the absolute minimum of Windows
services, and use generic device drivers for the hardware in your PC.
Not loading a startup application should never cause a hangup.
If a needed service is not loaded then an error message will
invariably be produced.
So that leaves us with hardware. Is it possible that some hardware
component in your PC is not compatible with the generic Windows XP
drivers for that type of item? In particular did you change some
major hardware item, such as the video card, after Windows XP was
installed?

If you really need to boot into Safe Mode for some specific reason
(and there is rarely a need for Safe Mode as long as a normal startup
works okay, but it can be an invaluable tool if problems should ever
develop with your normal startup) then if no other possible solution
can be found you might want to try doing a Repair Install of Windows
XP as per the instructions at

A Repair Install will preserve your user data files, installed
applications, and configuration settings. Windows Updates will have
to be reinstalled. Also if your computer has been upgraded to Service
Pack 2 and your Windows XP Installation CD is the Original Release or
Service Pack 1 versions you will need to create a new installation CD
with Service Pack 2 slipstreamed into it.
