Safe Mode and System Restore Service

I have a PC where it only boots in Safe Mode. I try to
boot it normally but it says it will not because the
System Restore Service is not running. I try to turn
this service on and it says is cannot in safe mode.

HELP!

You don't need to have system restore running. What is the *exact* text of
the error message.
