S video to RF

i have a hercules 4000xt with tv out, and i have an old philips tv in my
room that ive tried to connect it to my pc for DVD .
i bought s video to RF converter and connected them. in the TV out tab it
said "it couldnt locate my tv" although its connected and that my tv shows
some blinking ...

what i can do?

With the TV left turned on, reboot the PC and see if it sees it after the
reboot.
