S-video out

OK well...i video card has an s-video out and my tv an
in. I think i made the right changes for my card. But
when i try to go into my disply properties....there is no
option to set up a secondary monitor

you need to make sure you have the latest video card drivers installed from
the company who made the card, not Microsoft.
