That's a limitation of the runtime. You need to use custom menus in a
runtime app. You can create your own pop-up menus, though (they're called
'shortcut menus' in the menu customization dialog boxes). I don't like the
interface for creating shortcut menus myself, so what I do is create them as
normal menu bars, add menu items to them, then change them to shortcut menus
as the last step.
