I keep getting aruntime error C:\Programs Files\Sierra\Planner|PLANNER.exe
can someone tell me what to do

This is associated with Hallmark Card Studio/Event Planner.Reinstall that to
correct the issue.

I'm getting a runtime error on almost any web site I enter. I get a dialog
box that ask "Do you want to debug?" When I click on Yes I only get a page of
program detail. The debugging process does not take place.

HELP!

Did you take S.Sengupta's suggestion, and reinstall Hallmark Card
Studio/Event Planner? If not, you might want to try that.

The "debugging process" is a human factor. Saying "yes" to "do you want to
debug?" simply gives you the details of what the program was doing when it
crashed. If you're not a programmer and/or you don't have the source code
for the program that crashed (having the source code is extremely rare when
it comes to proprietary software¹) and appropriate compilers, saying "yes"
to that question is pointless (because you either don't have the skill,
source, or tools (respectively) required to debug software.
