Runtime error in iexplore.exe abnormal program termination

I cannot get Internet Explorer to load. I keep getting a
Runtime error which lists iexolore.exe. I can't reinstall
IE because apparently i have the latest copy and it won't
overwrite itself and, oh, what a surprise, i can't get the
damn thing to uninstall either. anybody else had this problem?
