Runtime error 429

I just installed this software but i am receiving this
error: Run time error 429 ActiveX component can't
create object.

How do I fix this?

Recipe Center is the software

Maybee the best thing for you to do would be to installed
the latest version of Recipe Center, 4.1E I think. If it
fails I would contact them for support.

Upgrade (You need to have the full version installed
first):
http://www.recipecenter.com/download/RcIns41E.exe

they gave me a link and it will not let le connect to it.
