Running XPe tools on Vista as a "normal user"

Someone must have figured out by now how to get the XPe development tools
working correctly under Vista as a User, rather than Administrator ?

I have got a brand new wizzy machine just for XPe development that was
supplied with Vista Ultimate. Got most software installed as Administrator
but running correctly as a User all except for the XPe tools (actually just
Target Designer).

I have added account login and permissions to the SQL database (as per the
Windows Embedded team Blog) and can correctly generate/create and import
Components, however when attempting to build an image (F7) I get :-

An internal error occurred while building the run-time image.
Code = 0x80042338
Description = The CMI encountered an unexpected error from the Win32
subsystem. For more information see the application event log.

An entriy in the event log is below:-

The CMI encountered the following error: 0x8004234A (-2147212470) An error
occurred in the running script Configuration: Windows XP Embedded Client
(x86).

Any thoughts ? I have added "full control" for the User account on
C:\Windows Embedded Data, the MDF files etc but still get this error.

Works fine if I run Target Designer as Administrator so not an installation
issue.

I have only used the tools in an Administrator account. I don't think there
is sufficient rights for a USER account to user the tools.
