Running Rules

Why does not Outlook 2007 filter messages before they go into my junk folder.
I have about 30 different rules and I have to check them all when I run them
in a folder so it is wasting lots of time. Is there any way for the messages
to be filtered before going in to the junk so they don't end up there.
Alternatively, is there a way to run all my rules on a folder without having
to manually check them all.

Any help would be appreciated.

Because you don't want to accidentally forward a junk mail to your boss because
it just happens to match a 'Forward to my Boss' rule.

Why are you running rules against your junk mail? There isn't a way to
run all rules easily.
