running programs with administrator rights without knowing it

Hi,
How can we use a program (Simatic S7) that needs admin rights (account on
Winxp) when we don't want the user (restricted) to change anything at the
software configuration
Our server is win2k and the users use profiles located on the server.
Perhaps with runas but how do you prevent the asking of the admin password.
