Running multiple programs and dealing with minimized/maximized windows

My partner and I both run Windows 2000 on our work
machines, and there seems to be a difference in how it
works. I've looked all over help files to find a
solution, to no avail.

When he's running a process on one program and has the
window minimized, and he's working on something in another
window, the minimized window will maximize itself and
become the active window when the process is done. So, if
he's typing something in the window he was working in, the
other window will pop up.

Conversely, on my machine what happens is the icon in the
toolbar will blink when a program is done running
something or a website has completely loaded while I'm
doing something else.

He claims that the problem isn't isolated to one or two
programs he frequently uses but rather it happens no
matter what he's running. How can I get his machine to
behave like that? It's driving him nuts!
