running group policy

Hey are you the are you part of the admin group or is your account the built
in admin account?
 
You want to check your date and time on your Server too, you are running a
good few days ahead of all of us.
 
I'm an administrator but I can't run the group policy(I can't run any snap
in in win2000 pro)
Can anyone help me?
