i have windows vista installed in partition D
while windows XP in partition C
(1 HD)
both of them work fine

but i can only boot one

i want to use both of them at the same time
i've tried virtual PC 2007 through vista trying to run XP

but i guess that i have to reinstall XP using the virtual PC or something

so my Q is
can i run my XP through vista with out installing the whole OS again?
using virtual pc 2007 or anyother way

Vista has "Compatibility Mode" for running apps that need XP or other
versions, but you need to install XP in VPC, while it runs on Vista to get
the XP experience.

Right. That's the way it works.

i want to use both of them at the same time

You can't--not unless you run something like Virtual PC. But note that
that impacts performance.

No. You have to install it under Virtual PC.
