Backweb is a bit of software that some OEMs use in their support software.
You can check the computer manufacturer's website for an update to that
software - in the hopes that the update will resolve the error.

Or use Start> Run> MSCONFIG to disable the support software from loading at
startup.

Or uninstall the software.
