rundll32.exe error

receiving "cannot find the file rundll32.exe" error when right clicking on my
computer/properties. also when double clicking "system" in control panel.
user had hard disk issue and we ran chkdisk, completed successfully. we will
be replacing the hard drive. is his error related to a disk issue?
