Rundll--Help

I recently had a large problem with pop up's. After
installating adware to get rid of them I must have deleted
a file I shouldn't have. Now when the computer is powering
up I get this error "Rundll-Error loading
C:windows\system32\msiefr40.dll-The specified module could
not be found.

In addition the computer seems slowers and is doing
strange things. Probably all related to this. Anyone know
what this is and/or how to fix it?
