"runbatch.exe - unable to locate DLL" error message

Error message:
"runbatch.exe - unable to locate DLL"; the tzolibr.dll could not be
found in.... C:\winnt\...

It seams that i've cleaned a file named "tzolibr.dll" with a program
called "Pest Patrol" because that's associated with some virus or
hacker action...

The problem is that when i start my computer i'm always receiving that
message that i cant get rid of....

Should i remove that dll file from register ? how can i do that ?
How can i get rid out of that message....

This is part of some sort of malware or trojan program, so I would recommend
running a thorough antivirus check and also check for spyware using
something like Adaware or Spybot Search and Destroy.
