run time error popup virus?

Is there a virus that keeps popping up the 'run time error, do you wish to
debug' window?

Any application (including a virus) can cause this. Try looking in the
eventlog (assuming you have WinXP or Win2k) to see what it was that fell
over, if the popup doesn't actually name the failing executable.
