Run-time error 367

I am trying to run an application using a PC running Windows XP
Professional SP2 as the client, and a server running Windows Server
2000 SP4. The following error occurs on the client when attempting a
particular function within the application:
Run-time error '367': Can't load (or register) custom control:
'VCF116.OCX'
If I install the client on the server, it runs from the server with no
problem.
If I install both client and server on a PC it runs without problem, I
can also link from other PCs as clients to the first PC as a "server",
also without problem.
(If using a Windows 2000 PC as the client, the same situations occur).

The software application is EuroPro Software for Time and Attendance,
v3.6.
The file VCF116.OCX resides on the server.
I guess that something between the client XP PC and the Server 2000
server isn't working correctly. Does anybody have any suggestions?
