run on start menu

Run command on start menu not working.Seems like it
is "locked out".For example commands such as
cookies,msconfig and regedit do not work. How can I
correct this?

One possibility is a virus

Creates usable copies of REGEDIT, MSCONFIG and Task Manager

You could be infected with one of these worms:
