Run As

When I attempt to start one of Server 2003 Admin pak tools using Run As, I
first receive a Move Items dialog, which I cancel. Than I receive a Copy
Items dialog, which I cancel. Then I get the Run As dialog. And the tool
will run fine.

If I do the same thing with a tool, such as Event Viewer, which WinXP would
have by default, I only get the Run As dialog that I'm supposed to get.
