We have a PC that is not joined to the domain when we run an application like
the Event viewer under the Administrator credentials the logon fails but when
we connect to a network share it asks for the credentials and this works
fine. so my question is why the "Run as" fails?

I am unsure if I understand what you are trying... Let me see if I can
clear up what I think you are saying...

Stand-alone machine - not in your domain. When you map a network share in
the domain and utilize a domain administrator account - it maps the network
share fine. (Or when you utilize likely any valid account for said
domain... or possibly even valid account on the server the network share is
located on...)

However - when you use "run as" on the machine as a local administrator -
the attempt fails? Or are you trying to run it as a domain administrator
(which should fail, as the machine has no clue who the domain administrators
are given it is not a member of said domain...)?

We try to "Run as" with a domain administrator account and we get a "logon
failure" but when we use the same domain administrator account to create a
network share this works fine.

If the machine - as you said - is not a member of the domain... said domain
administrator should have *no power* on that particular machine.

Are you 'creating a share' or 'mapping a share'?
("sharing a folder located on the non-domain machine to the world" vs.
"connecting (while logged into the non-domain machine) to a share on another
machine")
