is there any way to create a Run As shortcut and can it be put in a .bat
file ?

Sure, open "Start -> Help and Support" and search on the string "runas"
then see the "Pick a task" list at the left...

You can do that I believe but the user will be prompted for credentials,
There are third party utilities that can be used that will include
credentials and even encode them so that they are not readily available for
the user. --- Steve
