run and regedit disabled

Hello. I've got windows xp home edition running on my laptop. Last
night I tried to open up regedit but i got a message saying it was
disabled. I then went to the start menu to use the run command but it
was not there. I hit window+r but it just said run was disabled, too.

Any ideas on how I can fix this problem? As far as the run problem
goes, I checked the properties on the start menu and the run comman is
not included as something I can check or uncheck. Also, when I created
a new user account, the run command was on the start menu (didn't try
running anything or editing the registry, however).

indeed, last night. there was something on there but it's gone now . .
.. could that still be having an effect on run/regedit/other things?

Try tapping the F8 key on start up,select safe mode,enter as administrator,
open user accounts,create a new user,restart computer,open xp in new,if
all runs as it should,then the old account is corrupted,delete it.

Thanks, but I can't use the first solution because I can't use the run
command. I can't use the second one because I can't edit the registry.
This is the first time i'm using the term, but this really is a
catch-22.
