when i create a client rule on my computer does it become a server rule automatically if i set the update server rules automatically?
 
No, it depends on your arguments in the rule. Like if it says when a message
arrives move a copy to Personal Folder (which is a pst-file stored on a
client) there is no way that a server can process this rule so it must be
done by Outlook (client rule).
