Rules Wizard stopped working

Hi,

I have had Office XP Pro on my machine for 4 months or so
and suddenly when trying to use Outlook Rules Wizard it
started giving me a dialog box with: The command is not
available. See the program documentation about how to use
the extension.

Now, naturally the program documentation is of no use and
I have found nothing about this problem in the
Knowledgebase. I have un and re-installed Outlook put to
no avail.

Anybody out there know how to fix this????
