Is there a way to run or select all rules (i.e. not
requiring the user to check/select each rule individually)?

no, if you choose to run your Rules manually then they must be selected
manually. If you wish to run your Rules automatically, tick whatever box for
as many rules as you prefer and set it and forget it.
If the rules were set up properly and to run automatcally they should work
w/o user intervention.
