Rules Wizard not Working for Outlook 2002

I go to Tools / Organize /Rules Wizard and using a
template establish a rule to move my Junk E Mail senders
messages to the Junk E-Mail Folder. The Wizard
says "after message arrives from Junk E-mail senders send
to specified folder which is Junk E-mail folder. However,
I notice that my Junk E-mai folder remains empty even
when I enter myself as a Junk E-mail Sender and send
myself a message. It's received in the Inbox but not
moved to the Junk E-mail Folder as desired.
Does anyone know what's happeninhg here?

You need to first turn on the Junk Email feature, by going
to Tools -> Organize, click Junk Email and click the "Turn
On" button for Junk Messages.
