Rules Wizard not in Tools Menu

I do not have the choice to select anything that
says "Rules Wizard" under the Tools Menu.

Anyone have an idea why this is?

Do you have a mail account installed? Are you in a mail
folder when looking for the RUles Wizard on the Tools menu?

Umm, do you have to have the email account installed
prior to using rules? For everything else on Outlook, I
didn't need to have the acct setup yet. Is this a
different circumstance?

I have tried to access the Rules Wizard both in and out
of a folder when trying to pull down the Tools Menu for
the Rules Wizard.

Since rules work on incoming mail, yes, you need to have a mail account
installed.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
