Rules question: "on this machine only"

When I create a new rule for incoming e-mail, Outlook appears to set the
rule to apply "on this machine only"

Of course, the rule does nada, until I go in and change the rule, to clear
this checkbox.

Could someone explain briefly what this is about?


It presents no particular problem to me, since I figured out that I have to
clear the chekbox. But, why does Outlook check the box in the first place?
I don't think I'm telling it to do so.

Certain rules can be run only on the local machine. Outlook detects this
