Rules: forwarding messages to address outside domain

I've created a rule in Outlook 2003 for a user in my domain to have all
e-mail sent to his account automatically forwarded to his external Gmail
account. I created his Gmail as a contact in Outlook and in the rules
wizard, I forwarded all messages to this contact's e-mail address. However
no messages are being forwarded. Has anyone seen this behavior? Any advice
is much appreciated.

Looking in the System Manager >> Global Settings, I see nothing under the
Internet Message Formats, Message Delivery, or Mobile Services about
restricting forwarding to the internet. Could I be looking in the wrong
place?
