Rules for e-mail not working at all

I am using Outlook 2003 with Exchange Server. I have rules listed but they
are not working. When I try to delete rules I cannot even check the box next
to the rule. This happens for every rule, no matter which one I check. When I
try to create a new rule, it says something about not being able to load one
or more rules to the Exchange Server.

Is there some way for me to solve this problem on my computer?

Can you export the rules using the Rules Wizard? If so, do that. Then
start Outlook once with the /cleanrules command switch and then reimport the
rules.

I used the command switch cleanclientrules
and it solved my problem.
