How do i creat rules that apply to all users who logged
into outlook client.
 
You can't. Unless they are all using the same pst-file as the Outlook Today
folder. This also means that all mails from everyone end up in the same
pst-file.

Client rules are marked with (client only) while server based rules don't
have any addition like this to the rule.
