Rules and Alerts for my email is not working

I have followed all the ways to create and Rules and Alerts to get Outlook to
place my messages in certain folders as they arrive, it will save me such a
lot of time, the answer to a pray BUT the Rules and Alerts just ignores the
instruction and all the emails arrive as normal, no emails get moved
"automatically" to any folders, my neighbour does this

What type of mail server?
What happens if you go through Tools - Rules and Alerts and run the rule
manually, does it affect the mail you think it should?
