I create one rule and it's only working when i open the outlook (client-mode).
any idea to make it's working when i closed outlook.

or any other way to make auto reply always on 24hrs

What type of server are you using? If a POP server, then all your rules
will be client rules and will run only when Outlook is running.
 
As Brian points out, whenever Outlook is NOT running with an Exchange
Server, all Rules Wizard rules will be client rules and require Outlook to
be running. There are some third party automatic message processing tools
which may overcome this limitation here:

You might also want to check with your ISP; they may offer an automatic
vacation response or the like which would be functional at all times.

are the rules client or server? only server rules run when outlook is
closed.

Are you trying to make an outlook of office reply rule? If so, use the out
of office function in Outlook.
