Rule turns itself off

I am trying to help a user who has correctly created a rule to move all
emails where he is in the CC: box to a folder.

However, when we close the Rules dialog box we get a message saying that it
is a client-only rule, will only run when Outlook is running, and then it
turns the rule off. When we go back to Rules... the checkbox next to the
rule is unchecked.

We use a Microsoft Exchange Server

I am able to make this rule work fine on my machine (same version of
Outlook, same server) but cannot get it to work on his. He has problems with
other rules turning themselves off as well. Any ideas?

Sounds like the destination folder is in a PST and not on the Exchange
server. Is that the case?

Yes, ideally it would be in a pst folder, but I tried it both ways (pst and
server folder) on his machine and neither rule will stay on. Both ways work
fine on my machine with a similar rule.

Also getting a message like this one:

There is not enough space on the Microsoft Exchange Server to store all of
your rules. The rules that failed to upload have been deactivated.

Which I would understand if he had alot of rules, except he only has one
working Rule and five others that also deactivate themselves. They are all
very simple rules.

Is it possible he has more rules stored on the server that we can't see?
Enough to be full?

I don't know enough about Exchange servers to be able to say, but I'll bet
it's possible. Ask in one of the Exchange newsgroups like
news://msnews.microsoft.com/microsoft.public.exchange.admin
