Rule problem

I've created a simple rule that forwards inbound emails to another address.
My problem is that I can forward the mail to any address in our Global
Address List but not to an outside address in my Contact folder. The messages
show up in my Sent Items as Sent but no trace of them appears going out of
our Exchange server. Is there any known problem forwarding to outisde
addresses?
