Rule fails to move message to correct folder - why

Created rule to run on receipt of message - moves message to top level folder
not the correct subfolder.

Move message back to inbox run rule manually and it works correctly.

Why is this happening and what am I doing wrong

You first: what version of Outlook and what is the exact rule?
