You probably read web pages written in a language that displays Right To Left
(hence rtl100) There are several reasons why that file might corrupt, an
add-on of some kind being the main suspect. Go to start/run, and type:

iexplore -extoff

to see it that stops the error.
If not, try refreshing all system files with :

sfc /scannow

Adding to Mark, what application is that, do you have TV turner or any of
that developing programs that build an application?.
If you go an application that corrupt try to uninstall it and reinstall that
application, on how to know what application try to Look in the event viewer
for the error message(X), by double clicking it you will get more info about
what application that causing the trouble on Start Up.
Also you can search for the file and see what application contain that file
and try to uninstall and reinstall as pre-mentioned or copy it where the
system want it to be copied.
Make sure your machine is clean by running a scan and run disk clean up then
defrag and as Advised by Mark running the system file checker can repair
corrupt or damaged files/folders on your system.

All uppercase lettering? Ow.

You didn't quote much of the original message - you may wan tto do that in
the future.

Why?

Most people are not going to bother looking around (web search, etc) for
whatever it is you are replying to so they can figure out what your are
referring to so they might understand (or not) what you are speaking of so
they might possibly (maybe) be able to assist you.

I had a few minutes to waste...

Are any devices malfunctioning? Select Start, All Programs, Accessories,
System Tools, System Information. Open Components under System Summary
and click on Problem Devices. Is anything listed there?

Are there any yellow question marks in Device Manager? Right click on
the My Computer icon on your Desktop and select Properties,
Hardware,Device Manager. If yes what is the Device Error code?

Does anything turn up in the Event Viewer Logs?

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer. Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

Hope this helps.
