RSS Feed in Outlook 2007 - Page not found

I click the RSS Feed folder in Outlook 2007 and after a delay I get the Page
Not Found IE screen. I don't know what is supposed to appear but this feels
like it's broken.

The RSS feeds themselves work great!

This page is supposed to open a page from a Microsoft server. It seems
that the Microsoft servers hosting this page, online content for help
and other stuff have been down since Friday.
I would check again Monday or Tuesday.

Thanks, I thought it might be something like that. However, what would
appear if I didn't have an Internet connection. For example, I often use my
work laptop and keep email synchronised locally so that I can read and review
it while not connected to a network. Will users get a "page not found"
message then or something more helpful?

Probably just an empty page. The webpage that shows up when it works is
more a "welcome to rss" type page with links to Office RSS feeds if I
remember correctly. It's not something that you really will miss when
you are offline.
