RPCSS.DLL - What is it?

I am getting constant activity on my computer (every few seconds) and
RPCSS.DLL seems to be causing a lot of it. What is this program and
can it be deleted? What functions does it support?

The DLL is part of the Remote Procedure Call and Distributed COM sub-system.
No, it can NOT be deleted.
