You have the Blaster worm or variant. Either you are not running Antivirus software or you have not updated it or installed Critical Windows Updates for several months.

First, turn on the XP Firewall (type firewall in Help).

Install Windows Critical Updates (Internet Explorer, Tools, Windows Update).

Update your Antivirus program. If you have none, I suggest the free-for-personal-use AVG program from www.grisoft.com.

Just a little nitpick here. Running A/V software won't prevent the error
message from coming up. Receiving that error isn't a symptom of Blaster,
merely an infection attempt gone wrong (post-buffer overflow data incorrect)
thus causing a crash.

You have the Blaster worm. When you get to the desktop, immediately access
RUN from Start and type:
shutdown -a then press OK. That would be "shutdown<space>-a" then Press OK.

You can follow the instructions in the links below to remove the Blaster
Worm.

If your computer is constantly attempting to shutdown
or reboot, quickly go to:

Start > Run and type: CMD , and hit enter.
This opens the Command Prompt window.

Then type: shutdown -a , and hit enter.

This should halt the rebooting problem.

Then immediately turn-on Windows XP's built-in Firewall:
