Rows numbers missing - not hide/unhide problem

The rows jump numbers (example: 17 to 20), but no data is
missing. Also where the numbers jump, they are in blue,
not black like the rest of the row numbers. I have
checked for hidden rows and for row height - neither are
the problem.

The rows have been filtered - That's why you are seeing the blue. Select the
column and do Data / Filter / Show All

You *do* have hidden rows (that's what the blue numbers indicate).

Select all your cells (click in the box above the 1 in the row headers
and to the left of the 1 or A in the column headers. Right-click a
row-header and choose unhide.
